In July 2012, per a request by US Department of State Bureau of International Narcotics and Law Enforcement Affairs Office of Anti-Crime Programs (INL/C), the United States Government (via U.S Embassy Accra) signed a Memorandum of Understanding (MOU) with the Government of Ghana (via the Ghana National Security Coordinator) to establish the West Africa Regional Training Center (RTC) in Accra, Ghana. 


In July 2012, the United States Government signed a Memorandum of Understanding with the Government of Ghana establishing the West Africa Regional Training Center (RTC) in Accra. 

The RTC and the ILEA program aid INL with:

  • Disrupting overseas production and trafficking of illicit drugs
  • Minimizing adverse effects of transnational crime on the United States and its partners
  • Establishing and facilitating stable criminal justice systems to strengthen international law enforcement and judicial effectiveness

INL is leading the U.S. Government's efforts to handle international criminal threats, including:

  • Transnational organized crime
  • Corruption
  • Illicit trafficking
  • Money laundering
  • Terrorist financing
  • Cyber and intellectual property crime
  • Border insecurity
  • Environmental crime
  • Illegal drugs


The RTC officially opened it's Accra facility doors in January 2013, although a Mobile Training Team delivered INL courses in local, Accra hotel conference rooms from 2011-2012. Still aligned with original goals, and more, the RTC continues to facilitate the delivery of INL/C-sponsored courses for law enforcement personnel from Ghana and other ECOWAS countries to combat transnational organized crime in West Africa. The program has since grown to train nearly 3,000 participants from 33 African nations, as of January 2018.

Since opening, the RTC has expanded course offerings to support INL/C’s interagency-facilitated courses by agencies such as, but not limited to:

  • The U.S. Drug Enforcement Administration
  • S. Federal Bureau of Investigation
  • S. Customs and Border Protection.
